it;s very buddhist, the idea of transforming "earth" into heaven -- the lotus has its feet it the mud, etc. they are nothing but beautiful, i agree, and this one is too. why there should be such a water-hungry garden in a city where the water table has disappeared, along with the river, whose water was sold to texas, etc., is perhaps less buddhist.
