The Jersey Shore people weren't rich when they started. "The Situation" is estimated to have taken in over a million dollars between the time when the first season aired and the second season started taping. That doesn't count the money that MTV is paying them for this second season, which is a couple orders of magnitude higher than they were paid for the first one. If the show stays on the air for several seasons, it will be more and more about the exploits of rich, former guidos. The emphasis on their nominal job this season is tiny.

The Kardashians were rich, though, by most people's standards. Kim was one of Paris Hilton's hangers on. The Hilton sisters were not just rich, they were establishment money. They pretty much started this current round of people who are famous just for being famous. Half of the b-grade cable reality shows are about people just like that. Their parents or grandparents made money and they're the vapid, idle offspring.
